wiiw Health Economics and Policy Analysis

The current focus of the wiiw Health Economics and Policy Analysis (HEPA) research group is tobacco taxation and its fiscal and health effects. HEPA’s work includes estimating demand elasticities of tobacco consumption, developing measures of cigarette affordability, and modelling tobacco tax reforms and their fiscal and health implications. In line with wiiw’s regional focus, HEPA also coordinates a network of research groups in the CESEE region, fostering collaboration and seeking to maximise the policy impact of research. 

The group’s research interests also extend to related topics, including other health taxes (such as those on alcohol or sugar-sweetened beverages), as well as questions linked to wiiw’s main research areas, such as labour market impacts of unhealthy behaviours and related policies, or tobacco-related trade between countries.

About wiiw

The Vienna Institute for International Economic Studies (wiiw) is one of the principal centres for research on Central, East and Southeast Europe, with more than 50 years of experience. Over the years, wiiw has broadened its expertise, increasing its regional coverage and expanding its areas of research.
