Tobacco Taxation in Eastern Europe

This regional research and service hub spans Central, East and Southeast Europe (CESEE). Network partners conduct analyses of tobacco taxation and related issues in their countries. Besides coordinating the network, wiiw directly supports capacity building in the region to create robust local evidence and support country-level tax reforms. The hub receives support from the Bloomberg Initiative to Reduce Tobacco Use.

Excises on Tobacco Products in the EU

This project – requested by the FISC Subcommittee of the European Parliament – primarily assesses the fiscal and health implications of the proposed revision of the EU Tobacco Taxation Directive (TTD), focusing on its impact across nine Member States: Bulgaria, Czechia, France, Italy, Poland, Portugal, Romania, Slovakia and Spain. The analysis is based on TETSiM, a simulation model that links tax changes to retail prices, consumption responses (via price and income elasticities), excise revenues and long-term health outcomes. The model covers four major product categories: cigarettes, roll-your-own tobacco, heated tobacco products and e-cigarettes.

Analysis of the Fiscal and Health Impact of Increasing Tobacco Excise Taxes (Ukraine)

The aim of this rapid-response research note, funded by the World Bank, was to estimate the fiscal and health benefits from raising tobacco taxes in Ukraine, which was contemplating tobacco tax reform at this challenging time for the country's public finances. Our findings revealed that tobacco tax reform would boost total tobacco tax revenue in Ukraine by between 39.3% and 68.9%, while preventing between 65,000 and 165,000 smoking-related deaths.
